Velocity verses acceleration |

I need help. I don’t wont to argue, or express my opinions, but only try to learn from what you know on this. I would be greatful.
I’ve come to the notion that it is constant velocity that is necessary to precession, but that a 90o accelerating force will only cause an equal and opposite couple. What do you know of this? Any experiments?
