Subject: Can I measure Earth rate using a free gyro?
Question: Whether a free gyro will sense the Earth rate in still condition? or Can I measure Earth rate using a free gyro?

 Yes it sense Earth_rotation_angular_velocity * sin(of latitude), but it is useless because quality of such measure will be very very poor.

 Feel free to explore uniaxial gyro which angular momentum vector is parallel to the horizon and gyroscopic momentum compensated with a spiral spring.
