This is too complicated to explain. Very generally, we think of it this way: So long as a force is applied at a right angle to a spinning disk a counter movement exists. Many believe there is no momentum. I know there is, but it is removed in a mechanical sequences of vector like collision effects opposite to momentum as soon as the applied force is removed so that it doesn’t exhibit itself. It seems not to exist, except while in action.
