Some gyros have accessory motors such as the super precision gyro from gyroscopes.com. The accessory motor can take a full minute to reach full speed with the gyro connected.
You can also use a pull-string with most gyros. Then, full speed is pretty much up to you, as well as how long you take getting it there.
The limitation is the strength of the flywheel. If you get it spinning too fast it will explode!
