 Why would it tilt at all? The spinning circular uniform mass is balanced, is it not?

It tilts only when an external force (such as "gravity") is applied. Then it appears to me to tilt as if a virtual force is applied 90 degrees around (in the diredtion the wheel is revolving) from the actual direction of applied force.

So a corollary question is:
Why is the torque shifted by (apparently exactly) 1/4 of the circle?

 Not sure but examples or tilt from 72 to 90degr exist. Maybe in perfectly rigid bodies, 90degr is the case.
